Recommended Action(s) for SFBJV Partners

San Francisco Bay Joint Venture (SFBJV)

  • Facilitation of partnerships
  • Documentation of existing conditions
  • Consideration of longer-term efforts to move future land conversions into a realm were cumulative hydrologic impacts become part of the environmental review and approval process
  • Support the efforts of individual SFBJV partners to pursue solutions with individual stakeholders while maintaining regular communication with other SFBJV partners
  • Document existing conditions and choose specific high-priority physical barriers to focus our efforts
  • Tour affected channels, discuss reasons for existing rules with relevant officials, consider alternatives, and make recommendations regarding these manuals and practices
  • Hold individual meetings between each of the agencies responsible for managing or regulating infrastructures and selected SFBJV partners

CA Department of Transportation (CalTrans)

  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals
  • Coordination with CalFish Fish Passage Assessment Database
  • Identify the appropriate CalFish contacts and discuss methods to integrate our work into this larger database of infrastructure barriers
  • Identify specific infrastructure barrier issues and schedule meeting with Caltrans to discuss
  • Review Operations and Maintenance Manuals and schedule a focused meetings to discuss any problematic management practices, such as the release of fine sediments during debris rack cleaning that cause water quality impacts

Railroads

  • Cooperative actions on problematic railroad lines, railroad bridges, and culverts
  • Compile list of out-of-area railroad companies and local contacts
  • Identify specific critical infrastructure problems and schedule appropriate meetings to discuss with representatives from various railroad companies
  • Identify specific concerns related to SMART Rail (in Sonoma and Marin Counties) and determine appropriate actions for follow-up
  • Understand how rnvironmental regulations apply to railroads as compared with other infrastructure or transportation entities

Alameda County Flood Control District (ACFCD)

  • Cooperative actions on redesign of BART Wier along Alameda Creek
  • Identify any cooperative actions that could be taken by SFBJV partners to encourage the installation of a fish ladder to allow for steelhead migration

SF Bay Conservation and Development Commission (BCDC)

  • Cooperative actions on projects under BCDC jurisdiction, such as development projects, freeway design, and/or public access issues around the Bay
  • Monitor BCDC's Project Notification List and alert SFBJV partners of important projects to follow carefully
  • Identify any specific infrastructure-related issues where BCDC could provide assistance and schedule a focused meeting to discuss

U.S. Army Corps of Engineers (U.S. ACE)

  • Cooperative actions on regulatory and engineering issues, such as permitting for dredging and railroads
  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals
  • Identify any specific infrastructure-related issues where U.S. ACE could provide assistance and schedule a focused meeting to discuss
  • Review Operations and Maintenance Manuals and schedule a focused meetings to discuss any problematic management practices

Regional Water Quality Control Boards (RWQCBs)

  • Cooperative actions on regulatory and enforcement issues
  • Development of stream and wetland system policy for San Francisco Bay and North Coast regions
  • Review permitting authority under federal Clean Water Act §401, state Porter Cologne Act, and other Water Code Waste Discharge Requirements
  • Investigate project coordination meetings being held by Marin County RWQCB staff responsible for §401 Certifications as a potential model to promote bioengineered solutions

Pacific Gas and Electric (PG&E)

  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals
  • Request update on guidelines and procedures for work around existing utility infrastructure
  • Identify specific infrastructure barrier issues and schedule meeting with PG&E to discuss
  • Review Operations and Maintenance Manuals and schedule a focused meetings to discuss any problematic management practices

Local Government Agencies

  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals
  • Identify specific infrastructure barrier issues and schedule meetings with local government agencies to discuss
  • Consider generalized outreach methods that focus on local government public works, maintenance, and planning departments

Local Flood Control Districts

  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals
  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals

Other Public and Private Utilities

  • Cooperative actions on specific barrier issues and/or Operation and Maintenance Manuals
  • Investigate the role of Water Districts and Stormwater Agencies
  • Investigate the role of Sanitary Districts
  • Determine specific needs for correcting utility berms with problem pipes and wires on Mount Diablo Creek
